Purpose of the Post.
• Ensure that the people of Gwynedd are at the heart of everything we do.
• Prepare and implement the energy policy, monitor and target energy use and formulate energy saving measures on the Council’s property assets
Responsibility for functions . e.g. staff, budgets, equipment
• Responsibility for personal technological equipment required to carry out duties – digital camera, measuring tapes, Disto, Data logger etc
Main Duties
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused
• To prepare regular reports for individual services on energy and water consumption and Legionnaires Disease using the Systemslink and Zetasafe software.
• To develop and implement computer systems for managing use of water and energy and Legionnaires disease.
• To prepare recommendations and plans to conserve the use of energy and water in Council buildings leading to financial savings across all Council services
• To prepare bids for finance from various funds in order to realise plans to conserve use of energy and water.
• To negotiate and facilitate the procurement of energy purchasing contracts on the Council’s buildings
• To consistently raise awareness of the importance of energy and water conservation among Council staff.
• To visit and inspect buildings, paying particular attention to high consumption of energy and water
• To provide professional advice to requests from Council officers and members with regard to energy and water consumption
• To research new methods of conserving energy and water, and develop recommendations based on the findings of that research
• To utilise information and professional experience in order to solve problems of energy and water consumption problems in Council property, and prepare recommendations in relation to effective management of council assets
• To represent the Corporate Property Unit in working groups and internal meetings as required.
• To represent the Council on National Groups dealing with energy and water conservation matters
• Any other associated work as directed.
• Responsibility for self development.

Degree or comparative qualification or experience a field relevant to the post

Degree or other recognised professional qualification in a subject related to energy conservation and management.
Membership of professional bodies in the field of energy conservation i.e. CIBSE.
HNC or comparative qualification in a field relevant to Energy Conservation, property or construction

Experience of creating energy saving reports
Experience of monitoring energy use in commercial buildings
Experience of analytical computer systems

Able to understand standard written Welsh and English; both formal and informal. Able to gather information from various sources such as letters, reports, articles through the medium of Welsh and English in order to fulfil the post.
Writing - Higher Level
Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).
