Purpose of the post

• Ensure that the people of Gwynedd are at the heart of everything we do.

• Manage projects, in accordance with the instruction of the Principal Engineer / Unit Manager, in order to ensure provision in accordance with the specific brief requirements from the Client in terms of cost, time and quality, are successfully delivered.

• To be proactive in the development and implementation of project management techniques and systems (e.g. The YGC Project Management Procedure, PRINCE2, the Council's Project Management Manual etc.) to ensure that YGC fully commits to meeting Clients' needs for providing value for money, operating on a commercial basis and adapting itself to compete effectively.

• To be responsible for managing flexible project teams within the Unit and the Service in general, and providing guidance to team members.

• Address all requirements in the context of the financial management of projects and give regular financial feedback to the Principal Engineer / Unit Managers on project matters and workload.

• To accomplish the commitments of the contract on building projects.

• To resolve contractual issues with organisations such as contractors and consultants.

• To review and develop new procedures in accordance with the Council's policies and procedures as well as national developments.

• To deal with all National and EU improvement initiatives.

• To fulfil the requirements of health and safety and environment legislation.

• Develop and sustain the skills and technical knowledge required to maintain and deliver core YGC services.

• Develop the role of Quantity Surveyors within the Department.

• Provide the specialist role of Quantity Surveying to the rest of the YGC departments.

• Maintain the standards of expertise and operate to relevant and professional standards.

Responsibility for functions

To identify and retain the latest information about:

• procurement methods for infrastructure projects

• technical standards and developments (including current technology)

• professional and statutory responsibilities (including e.g. those under the Health and Safety at Work etc. Act 1974, Building Act 1984, Wildlife and Countryside Act 1982, Habitats Regulations 1994 and relevant Regulations e.g. CDM) and their application to the work and duties being implemented.

• To manage junior staff.

• To delegate to the manager.

• Ensuring that YGC respond to the Council's requirements

• To take full responsibility for the financial management of their projects.

• To ensure that all time-sheets and staff approvals are completed in accordance with YGC procedures.

• The post-holder will be expected to comply with Health and Safety requirements and to co-operate with YGC's Health and Safety representative.

Main duties

• To develop and maintain a practical and professional administrative centre with clients.

• To be responsible for the supervision and management of specialist consultant and sub-contractor activities.

• To undertake the role of 'expert witness' as required.

• To ensure that the YGC Business Plan is developed and maintained to ensure that the Unit is performing at its best. To assist in the development and maintenance of all the document templates and YGC procedures.

• To prepare pre-tendering health and safety plans.

• To market the unit's work and capacity to existing and prospective clients.

• To manage Level 2+3 projects.

• assist with the management of Level 1 projects

• To act as project manager on plans and undertake feasibility studies, collect data, initial investigations, technical assessments and design, administrative, quality and financial procedures for work carried out on behalf of the Client and all activities required by the Client in that role.

• Ensure that projects comply with health and safety and environmental legislation and regulations.

• To prepare project programmes and expenditure projections. Monitor and report to the Project Director (Chief Engineer / Unit Manager) on progress and actual costs and recommend and take remedial action when required.

• To supervise the financial, administrative and technical management of building work, research, assessment or maintenance works undertaken on behalf of the Client. To assist in resolving contractual issues on behalf of clients.

• Undertake the duties that are required under CDM Regulations.

• To engage with Site Supervisors throughout the lifespan of the project.

• To ensure that computer systems and software are available and are suitable for the unit to be able to perform at its best. To liaise with the Systems Team.

• To liaise with other services, other directorates, Council Members, statutory undertakers, other authorities, external organisations, and individuals involved with all aspects of the work.

• To supervise and lead the work and development of secondary staff.

• To report to senior staff and receive instructions from them.

• Other relevant administrative and professional duties, and commensurate to the authority of the post.

• Responsibility for self-development.

• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

• Operate within the Council’s policies in relation to equal opportunities and equality.

• Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.

• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

• Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.

Special circumstances

• Extensive experience of managing projects, dealing with claims, award or conciliation matters.

• To gain and maintain professional qualifications, training and required experience to give a professional service to all clients (e.g. MRICS/AssocRICS, C.Eng/I.Eng MICE, MIStructE etc.).

• The ability to manage staff and the service in a senior position and within financial and legal constraints.

• The ability to work under pressure. The ability to motivate staff to ensure the success of YGC.

• It will be necessary to work outside office hours when Public Inquiries, consultations, exhibitions, Council meetings take place and when you are called out to emergency situations.
