Would you like to make a difference to communities? This is an exciting opportunity to work in the Meirionnydd area working alongside community groups and Community and town Councils to empower communities and develop projects that will make Meirionnydd a better place to live. We are looking for a humble individual who is passionate about developing rural communities to join the Community Support Team.

Purpose of the post

•Support Gwynedd Council PManagers to identify suitable opportunities to collaborate and engage with partners within communities across the county.

•Support communities to take advantage of opportunities that arise, including those that arise from Gwynedd Council’s Strategic Plan.

•Ensure that the people of Gwynedd are at the heart of everything we do.

Responsibility for functions

•Personal equipment e.g. IT equipment

Main duties

•Establish and support the work of local regeneration groups and area partnerships and assist them to be self-supporting and sustainable.

•Motivate and assist local villages to identify regeneration opportunities for the area.

•Spur communities to grasp the opportunities, develop them into local regeneration ideas and assist them to develop into sustainable projects.

•Assist communities when undertaking the planning process and of developing regeneration projects.

•Utilize specializations of support agencies at a community level e.g. to strengthen the community’s capacity, and the project’s success.

•Draw on the Council’s Services specialist support to the community in accordance with project requirements, fully consulting with the relevant Services.

•Act as a source of information within the area as regards the various funding sources, e.g. Europe, The Lottery, Key Funds, Council funds.

•Assist local partnerships and community-based groups to target financial resources to implement projects and prepare funding applications where appropriate.

•Assist communities to implement regeneration projects reviewing progress of projects and timetable and secure financial management.

•Establish, foster and develop regular contact with local Councils so as to ensure their key role within regeneration schemes.

•Summon, attend and address local public meetings

•Responsibility for self-development.

•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

•Operate within the Council’s policies in relation to equal opportunities and equality.

•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

•Responsibility to report any worry or suspicion that a child or vulnerable adult is being abused

Special circumstances

•The post holder is expected to work some evenings and weekends

•The post holder should be in possession of a full driving licence and have access to a private vehicle.

Qualifications and relevant training

Essential

•Qualification equivalent to NVQ level 4 or above

Desirable

•Degree or equivalent qualification in a field relevant to the post.ECDL Qualification or a equivalent in a computing field.

Essential

•Experience of communicating with individuals and groups at all levels. Background in team working and experience of working independently to complete tasks unsupervised.

Desirable

•Experience of developing, implementing and managing projects.

•Experience of targeting grants from various funding sources.

•Experience of community and economic development work

•Experience of developing economic and regeneration strategies.

•Experience of implementing regeneration projects.

•Experience of organising community events.

•Experience of working in Local Government.

•Experience of running an enterprise, business or a voluntary group

•Knowledge of the area and the aims of Gwynedd Council.

•Knowledge of the methodology of community development.

•Knowledge of guidelines governing funding programmes.

•Understanding of Windows computer software packages.

Language requirements

Listening and Speaking - Higher

Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions.Able to give a pre-prepared presentation and respond to any comments and questions on it in Welsh or English.

Reading and Understanding - Higher

Able to understand standard written Welsh and English; both formal and informal.Able to gather information from various sources such as letters, reports, articles through the medium of Welsh and English in order to fulfil the post.

Writing - Higher

Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).
